Preko 25.000 lažnih diploma u javnom sektoru, sporne diplome iz BiH

Od početka godine u Crnoj Gori podneseno je 66 kaznenih prijava zbog sumnje u krivotvorine obrazovnih isprava. Kako prenosi portal RTCG, ovaj broj je veći od statistike za rekordnu prošlu godinu, kada je podneseno 38 prijava.

Tada je podneseno pet prijava zbog sumnje u krivotvorene inozemne obrazovne isprave razine osnovnog obrazovanja, 31 prijava zbog sumnje u krivotvorenje obrazovnih isprava razine srednjeg obrazovanja i dvije prijave zbog sumnje u krivotvorenje obrazovnih isprava razine visokog obrazovanja.

Krivotvorene diplome predstavljaju jedan od najopasnijih oblika urušavanja društvenih vrijednosti, jer izravno napadaju meritokratski sustav i povjerenje građana u institucije, kazao je ranije za portal RTCG Zarija Pavićević iz Alternative Crna Gora.

“Nažalost, teško je naći instituciju u kojoj ne postoji makar sumnja u vjerodostojnost dijela kadra i njihovih diploma. To se odnosi isključivo na javni sektor, pa i na medijske kuće, uključujući javni servis. Ljudi sa spornim biografijama, svjesni svojih slabosti, nerijetko pokušavaju da se infiltriraju u nove strukture i zadrže svoje pozicije kroz prevare, obmane i laži, a to je naš možda i najveći problem trenutačno, sustav zaštite takvoga kadra”, kazao je Pavićević.

Što se tiče pitanja koliko je lažnih diploma u Crnoj Gori, trenutačno ne postoji službeni, jedinstven registar koji bi dao precizan broj, ali prema njihovim podacima ta brojka je iznad 25.000 zaposlenih u javnom sektoru.

“Samo podatak da je u ODT Podgorica formirano 70 predmeta pokazuje razmjere problema. Ipak, to je samo vrh ledenog brijega, jer znamo da veliki dio spornih slučajeva nikada ne dođe do tužiteljstva”, kazao je Pavićević.

Vlada Crne Gore nedavno je donijela odluku da privremeno obustavi priznavanje diploma stečenih na Visokoj školi za uslužni biznis Istočno Sarajevo – Sokolac.

Odluka je donesena na prijedlog Ministarstva prosvjete, znanosti i inovacija (MPNI), navodeći da dominantan broj diploma koje dolaze iz privatne ustanove sa Sokoca se tiču studija sigurnosti i da je taj broj nerazmjeran broju diplomiranih studenata na sličnim programima u Crnoj Gori.

U lipnju je u Crnoj Gori stupio na snagu novi Zakon o priznavanju inozemnih obrazovnih isprava i izjednačavanju kvalifikacija, koji propisuje više uvjeta u postupku nostrifikacije diploma radi zapošljavanja.

Podsjećamo, Ministarstvo prosvjete, znanosti i inovacija Crne Gore prošle je godine privremeno obustavilo priznavanje fakultetskih diploma stečenih na fakultetima u Bosni i Hercegovini koji su obuhvaćeni istragama.
